Overview
Housing Plus Group is seeking to appoint a Finance Manager – Rents & Service Charges as part of a wider campaign to recruit six key roles into its Finance function.
This is a critical appointment responsible for one of the most technically specialist and customer-sensitive areas of housing finance. The successful candidate will lead the organisation’s approach to rent setting, service charge management, compliance, customer communication and financial governance.

The Finance Manager – Rents & Service Charges helps ensure that rents and service charges are calculated fairly, communicated clearly and managed in accordance with legislation and regulatory requirements.

Key Responsibilities
The Finance Manager – Rents & Service Charges will:
- Lead the Group’s rent setting processes.
- Oversee the end-to-end service charge cycle.
- Ensure compliance with relevant legislation and regulatory requirements.
- Manage service charge reporting, governance and audit requirements.
- Support customer communications and transparency initiatives.
- Manage complaints, tribunal matters and complex customer issues.
- Lead internal and external audit activity.
- Improve data quality, reporting and cost allocation methodologies.
- Drive continuous improvement in systems, controls and processes.
- Provide specialist advice to operational and leadership teams.
- Lead and develop a specialist finance team.
- Act as a subject matter expert on rents, service charges and regulatory compliance.
Key Experience and Skills Required
Candidates should be able to demonstrate:
- Professional accounting qualification (ACA, ACCA or CIMA) or significant equivalent experience.
- Extensive experience within rent setting and service charge management.
- Strong understanding of the Rent Standard and relevant housing legislation.
- In-depth knowledge of service charge legislation and case law.
- Experience operating within social housing or similarly regulated environments.
- Senior stakeholder management experience.
- Finance leadership and team management capability.
- Strong analytical skills and advanced Excel expertise.
- Excellent communication and influencing abilities.
- Strong problem-solving capabilities.

Location and Working Arrangements
The role is based in Telford and is offered on a hybrid basis, with a minimum of two days per week in the office.
The majority of the Finance team is expected to be based around the Telford office, although colleagues may also work across other Housing Plus Group locations.
Salary and Benefits
The role offers:
- Salary of £60,540 per annum.
